中文摘要本文在总结前人研究水资源和城镇发展关系的基础上,对开都河—孔雀河流域城镇发展和水资源的相关关系进行研究,并计算出在水资源约束下的城市发展阈值。首先阐述了论文的研究背景和意义,并回顾了水资源承载力和城镇发展的相关理论和国内外对于城镇发展与水资源关系方面的研究成果。在对开孔河流域发展条件综合评述的基础上,分析该区域水资源的状况,认为其属于生态压力型水资源紧缺区。通过对流域水系分布和城镇布局的分析,得出城镇布局受主要交通干线、河谷等影响,分布于山麓和河流沿岸地带;对城镇规模和水资源利用的关系分析,将流域城镇分为三类,其中城市化水平高的城市,其用水指标处于一个更为合理的范围;而城市化水平低,发展水平落后的城镇,其用水指标过高,存在耗水费水现象;对流域城镇职能和用水效益分析,可知随着产业结构的升级城镇用水效益升高,万元工业产值用水量降低。城镇内部主导产业的耗水性不同,其用水效益也不同。运用阈值模型,得出未来开孔河流域城镇人口和经济发展总量,以及所能承载的人口和城镇化水平;将库尔勒和乌鲁木齐对比分析,对库尔勒未来发展前景进行预测。Based on the former research on the relationship between urban development and water resources, on the basis of the urban development theory, the water resources carrying capacity theory and the sustainable development theory, this article studied the relationship between the urban development and the water resources in Kaidu–Kongque river basin, and calculated urban development thresholds with the constraint of water resources, so as to give a guidance to the urban development in the Kaidu–Kongque river basin. Firstly, this article elaborated the background and significance for the relationship between water resources and urban development, as well as the research contents and methods of this text. Secondly, reviewed the water resources carrying capacity and the urban development theories, summarized the research achievements in urban development and water resources in common and arid areas at home and abroad. Thirdly, on the basis of a comprehensive review of basin in natural and social development conditions, analyzed the status of regional water resources and evaluated shortage degree in the area, considering it belongs to the ecological pressure type water shortage. According to Kai-Kong river basin water supply mode, puts forward the possible water supply mode in the area. This article analyzed the relationship between the river distribution and the urban layout, drew a conclusion that the towns’ layouts in the Kai-Kong river basin closely concerned with the river’ distribution, the towns are influenced by the main communications(railway, national roads, provintial roads)and river vally; distributed in piedmont and river coastal region. By analyzing the relationship between the urban scales and the water resource utilization, this text divided the towns in Kai-Kong river basin into three types, of which have a high urbanization and infrastructure level, more developed towns, its per capita consumption of life and water comprehensive production capacity are higher, at a more reasonable range; while the towns have a lower urbanization and infrastructure level, have a higher water use index, existing serious water waste condition. By analyzing the relationship between the urban functions and the water use efficiency, found that the higher upgrading of industrial structure the higher efficiency water use in the towns, the smaller water consumption of million industrial output in the Kai-Kong river basin. With the water consumption of leading industries are diversity, water-use efficiency also varies. Then using threshold models, calculated the urban population and the total economic development, as well as the population and the urbanization level with the constraint of water resources in the Kai-Kong river basin. On the basis of comparative analysis of Korla and Urumqi, predicted the future development prospects of Korla. Lastly, drew the main conclusion of the thesis.
