英文摘要	目前,海西建设面临重要的发展机遇期,也是基础性投入的重点时期,更多需要仰赖外源性投入和政策性投入。因此,借重与海峡东岸台湾地区之间的“五缘“优势和先行先试的政策优势,通过建立、完善不同特色、不同层级的“两岸经贸合作载体功能区“,促进海西对台产业的深度对接,推进海西“两岸经贸合作紧密区域“建设,以尽快形成多个具有功能特色、梯度分工合作的地域增长极,推进海西建设快速启动和高效发展,至关重要。其策略取向在于充分发挥闽南地区的作用,科学统筹对台产业深度对接,大力完善、提升既有政策型对台经贸合作“载体功能区“的功能,设立新政策型“载体功能区“。; At present,the construction of the Economic Zone on the West Coast of the Taiwan Strait is faced with an important development opportunity period,also a key phase of elementary inputs and needs more external inputs and policy-related inputs.So it is important to advance the construction of the Close Cross-strait Economic Cooperation Zone by making use of the 'Five Origin Advantage' between Fujian and Taiwan,along with the policy advantage prior to carry and try,founding and improving the Carrier Function Zone of Cross-strait Economic Cooperation(the CFZCEC) with different features and different classes to accelerate the Cross-strait industrial tie-in with depth so as to build many a regional growth-pole with different function features and gradient-based functional division as quickly as possible,so that the construction of the Economic Zone on the West Coast of the Taiwan Strait can be started up quickly and can develop in high-efficiency.For which,the orientations of strategy are follows such as to make use of the advantage of South Fujian,to balance the industrial tie-in with depth scientifically,to improve and upgrade the function of the existing policy-based CFZCEC's and to set up new policy-based CFZCECs.; 国家社科基金重大项目“加快建设海峡西岸经济区重大问题研究”(09&ZD065);福建省科技厅软科学课题“海峡西岸经济区对台综合通道建设研究”(2010R0092);教育部人文社会科学重点研究基地重大项目“台湾科技产业发展动向与两岸科技产业合作研究”(2009JJD79043)
