英文摘要	公平与科学是高考制度的两翼,二者缺一不可。但高考改革以“公平为首“还是以“科学优先“,在理论与实践中均存在一定的矛盾,往往取决于国家政治、经济、社会乃至各区域教育发展的现实情况。《国务院关于深化考试招生制度改革的实施意见》积极回应社会关切,在促进教育公平和科学选拔人才两个方面都力图取得平衡,可以说是一次兼顾公平与科学的高考改革。积极稳妥地推进高考改革,必须把握正确的改革理念与方向,加强内外关系和利益的统筹与协调,采取试点先行、联动共进、舆论宣导及目标监控等改革策略。; Fairness and science is the fundamental value of college entrance examination, and it's also the two wings to sustainable development for college entrance examination, the two are indispensable.But the reform of college entrance examination in order to"Fairness first"or"scientific priority", there are some contradictions in the theory and practice, from the historical experience, it often depends on the country's political, economic, social and regional education development situation in reality.September, 2014, issued the"State Council on deepening the reform of admissions exam system implementation opinions", actively respond to social concerns, and trying to strike a balance in the two aspects: promoting education fairness and scientific selection of talent, it can be said to be a fair and scientific reform.At present, actively and steadily push forward the reform of college entrance examination, must seize the right idea and direction of reform, strengthen overall planning and coordination of internal and external relations and interests, and take some practical reform strategies.; 国家社会科学基金教育学重点课题“高校招生制度改革研究”(编号:AFA110008)
